The Kenyan government has set aside KES 2 trillion for the 2015/16 expenditure plan. A percentage of this budget is to be allocated to all the 47 counties, but what has caught everyone's attention is how Siaya County plans to spend some of the 5.2 billion shillings allocated to it for the 2015/16 financial year.
