It's time to ask the questions and seeing as I am just that guy, I figure I should just go straight ahead and ask; could the Garissa attack have been avoided?

Was this information not shared with across all the universities? Perhaps someone will step forth to share what they know about this mess. until then, we can only wait for more information.
