On September 27, 2022, President William Ruto issued and signed a Presidential Executive Order establishing the office of the Prime Cabinet Secretary of the Republic of Kenya, a position unfamiliar to many.

The President nominated Musalia Mudavadi, who was later sworn into office on October 27, 2022. The functions of the Prime Cabinet Secretary's office were promptly made public, with one of the key roles being performing any other function assigned by the President.

The President assigned several specific functions to the Prime Cabinet Secretary:

  • Assisting the President and Deputy President in the coordination and supervision of Government Ministries and State Departments.
  • Overseeing the implementation of National Government policies, programs, and projects in liaison with the Ministry responsible for Interior and National Administration.
  • Chairing and coordinating the National Government's legislative agenda across all ministries and state departments, in consultation with and for transmission to the Party/Coalition Leaders in Parliament.
  • Facilitating inter-ministerial coordination of cross-functional initiatives and programs.
  • Coordinating and supervising the technical monitoring and evaluation of Government policies, programs, and projects across Ministries.

Recently, the President dismissed all the Cabinet Secretaries and placed the Prime Cabinet Secretary in charge of all ministries in the country.

The office of the Prime Cabinet Secretary has faced criticism and legal challenges, with some citizens and legal experts questioning the legality and constitutionality of the office.
