I kid you not! But I can understand your reasons for laughing out loud at this one. I too read it and figured it was some kind of joke! But I re-read the press release from the Communications Authority of Kenya and was shocked!

The authority is trying to see to it that all internet users leave behind all their personal details before they log onto the internet in the cyber or in public wireless hotspots. In addition, CA wants service providers to retain data that will allow them to trace and identify the source of communication, the type of gadget used (phone, tablet or computer), the destination, the date, time and duration of the communication and even the geographical location of the sender and recipient of the message.

In the new rules, CAK has outlawed any media house from paying a criminal to provide information. The move deals a blow to investigative journalists to secure information on the inside workings of the crime underworld.
As I read all this, I found myself wondering whether the Kenyan Government and it's various apparatii (read the CAK) understand a thing about the notions of net neutrality... Then again, most of these guys are pretty old... They were well into their 30s when the internets became a "thing".
